A new tracking system has been released on Pokemon Go. There is a beta scale rollout in San Francisco for a new system for tracking. The seen system remains the same. However the new nearby system works by tracking Pokemon connected to Pokestops and shows you which stop each Pokemon is at by the picture of the stop. Picture Below.
